Noelle Osborne is a seasoned federal leader and United States Marine Corps veteran with more than 30 years of distinguished military and civilian service. Currently serving as Director of the Administration and Resource Management Division, she brings extensive experience leading complex organizations, driving enterprise modernization, strengthening organizational performance, and optimizing human capital, financial, and operational resources in support of mission priorities.
Throughout her federal civilian career, Ms. Osborne has held senior leadership and strategic management positions across the Departments of Defense, Homeland Security, Veterans Affairs, and Housing and Urban Development. Her previous leadership assignments include Director of the Mission Support Division at U.S. Customs and Border Protection; Resource Division Chief at the Defense Technology Security Administration; and several key positions with the U.S. Army Corps of Engineers, including Capital Planning Division Director, Chief of Staff, and Acting Deputy Chief Information Officer. Her career is distinguished by an ability to lead organizational transformation, strengthen governance and accountability, improve business processes, and align resources with enterprise priorities. Earlier in her federal career, she led acquisition and procurement oversight initiatives that identified significant enterprise-wide efficiencies and cost savings.
Ms. Osborne is a retired Marine Corps officer whose military career spanned both active and reserve service from 1995 to 2018. After initially enlisting, she earned her commission in 2004 and subsequently served in a variety of leadership and staff assignments, including Personnel and Legal Officer, Inspector, and Manpower Specialist. Her responsibilities included managing complex contingency resources, assessing organizational and mobilization readiness, and advancing the modernization of personnel and manpower systems supporting thousands of personnel.
Ms. Osborne holds Master’s degrees in Communication and Human Relations from the University of Oklahoma, Bachelor’s degrees in Human Resource Management and Business Management from Park University, and an Associate’s degree in Management. She has also served in higher education as an adjunct professor, teaching communication and interpersonal skills and contributing to academic and professional development initiatives.
