Noelle Osborne is a seasoned federal leader and veteran of the United States Marine Corps with over 30 years of distinguished service across the military and civilian sectors. Currently serving as the Director of the Administration and Resource Management Division, she brings a proven track record of driving enterprise modernization, optimizing resource management, and leading high-performing organizations.
Throughout her civilian career, Ms. Osborne has held strategic leadership roles across a diverse portfolio of federal agencies, including the Departments of Homeland Security, Department of Defense, Veterans Affairs, and Housing and Urban Development. Her previous senior appointments include Director of the Mission Support Division at U.S. Customs and Border Protection; Resource Division Chief at the Defense Technology Security Administration; and multiple pivotal roles at the U.S. Army Corps of Engineers, including Capital Planning Division Director, Chief of Staff, and Acting Deputy CIO. Her impact is defined by a commitment to operational excellence; during her tenure as an Air Force Contracts Branch Chief, she spearheaded procurement audits that uncovered significant enterprise-wide cost savings.
A retired Marine Corps Officer whose career spanned both active and reserve components (1995–2018), Ms. Osborne first enlisted in the active component in 1995, joined the reserve component in 2000, and earned her commission in 2004. As a Personnel & Legal Officer, Inspector, and Manpower Specialist, she managed complex contingency budgets and led mobilization readiness assessments for over 5,000 personnel, consistently championing the modernization of critical personnel systems.
A resident of Fredericksburg, VA, Ms. Osborne is a devoted wife and mother of seven, as well as a dedicated educator and workforce advocate. She holds dual Master’s degrees in Communication and Human Relations from the University of Oklahoma, dual Bachelor’s degrees in Human Resource Management and Business Management from Park University, and an Associate’s degree in Management. In addition to her federal service, she serves as an adjunct professor at Germanna Community College, where she teaches communication and interpersonal skills and develops programs for regional academic forums.
