The Publishing and Logistics Management Branch (ARD) provides HQMC with publishing and printing support, audio visual and graphical services, copier and facsimile devices (including maintenance services), and facility maintenance/renovation support services for both the Pentagon and Naval Support Facility - Arlington (NSF-A).  ARD also conducts detailed reviews and approves HQMC generated directives, records, and forms.  In addition, ARD is responsible (Marine Corps-wide) for records, reports, directives, forms, printing management programs and reprographics equipment policy.

Provides policy and procedural guidance on all aspects of the Marine Corps Records Management (RM) Program. The policy and procedures for paper and electronic records management are published in MCO 5210.11F, "Marine Corps Records Management Program." ARDB provides assistance to RM system owners for SF 115 requests and processing. ARDB also provides RM assistance to Command Designated Records Managers (CDRM) throughout the Marine Corps, develops training, and approves requests for the transfer of records to the Federal Records Centers (FRCs).

REPORTS MANAGEMENT

Provides policy and procedures for the management of Information Collections, also referred to as “Reports.”  ARDB provides the review and approval of all Information Collections levied upon HQMC staff agencies and field activities.  Approved reports are published in the applicable activity’s Marine Corps directive.  Report sponsors are required to contact the HQMC reports manager (ARDB) when crafting a new reporting requirement or revising an existing report.  Listings of approved reports can be viewed on the Records, Reports, and Directives SharePoint Portal website.  

DIRECTIVES MANAGEMENT

The Headquarters, Marine Corps Directives Management Program (MCDMP) is responsible for setting the policy and procedures for, and facilitating the management of, all directives and directives programs across the Total Force. This includes administering the process for creating, changing, revising, cancelling, and archiving all Marine Corps directives on behalf of the Commandant of the Marine Corps and in coordination with directive sponsors / Offices of Primary Responsibility (OPRs). The MCDMP also provides training, education, guidance, and resources to the Total Force through engagement and Inspector General of the Marine Corps (IGMC) Inspections.

FORMS MANAGEMENT

ARDB serves as the Program Manager, Marine Corps Forms Management Program (PM/MCFMP), and is responsible for managing, reviewing and designing new and revised forms for use Marine Corps-wide.  Form sponsors must submit the draft form(s) to ARDE for review and approval prior to staffing.  The PM/MCFMP coordinates with forms sponsors and field commands to validate the need for the form.  All Marine Corps prescribed forms are available online at Naval Forms Online. https://forms.documentservices.dla.mil/order/  Marine Corps Electronic Forms (MCEF) is also updated and distributed quarterly on CD-ROM along with Marine Corps Publications Electronic Library (MCPEL).  For access to other forms, contact ARDB.

The Publishing and Logistics Systems Management Section (ARDE) serves as the Marine Corps Central Printing and Publishing Management Organization (MCCPPMO). Our mission is to provide comprehensive oversight, management, and control of Marine Corps printing and publishing programs. This includes formulating policies and regulations related to document services acquisition and management. Additionally, ARDE directly supports printing and document services for Marine Corps activities. Responsibilities in specific functional areas follow:

NAVMC MANUALS: We are committed to excellence in the preparation, approval, and maintenance of NAVMC Manuals, ensuring detailed and comprehensive guidance for Marine Corps operations, administration, training, and logistics. Our mission is to establish standardized practices and protocols that enhance operational efficiency and administrative processes within the Marine Corps through our comprehensive manuals.

MARINE CORPS PUBLICATIONS ELECTRONIC LIBRARY (MCPEL): The Marine Corps Publications Electronic Library (MCPEL) is accessible online via the publicly accessible website, www.marines.mil. Under the "News" tab at the top, select "Publications" to access authorized electronic versions of publications for public release (Limited Dissemination Control: None). This website houses all publicly accessible publications that the Marine Corps deems necessary for day to day operations as well as share with the public.

TECHNICAL DATA MANAGEMENT - PUBLICATIONS (TDM-PUBS): The Technical Data Management - Publications (TDM-PUBS) website hosts current digital versions of technical and non-technical publications issued by Headquarters Marine Corps Staff Agencies, Major Commands, and other DoD and Federal Agencies. These publications are used by the Marine Corps, excluding classified materials. TDM-PUBS is accessible at https://app.mcboss.usmc.mil. This website also allows publications clerks and sponsors to manage their publications libraries.

PRINTING MANAGEMENT: Our mission is to deliver comprehensive printing support to the Marine Corps, providing essential services for publications. We specialize in offering high-quality printing solutions for General Officers (GOs), including card stock, letterhead, and stationary. Our commitment lies in meeting deadlines and ensuring high-impact results.

  • ARDD is responsible for production and maintenance of temporary and permanent exhibits for HQMC.

  • ARDD works closely with the National Museum of the Marine Corps art curators for special requests and hanging of historical artwork.

  • Most exhibits and artwork projects will require customer funding.
